Rick,
What can I say? Last year the tone from CATS was to develop all new
software for 2.0. It changed this spring to develop for 2.0, but make sure
you work with 1.3. 2.0 has so many new features that are not in 1.3 that
developers have to stay with the core of what is still common with 1.3 or
else re-write everything within the application from scratch to duplicate
the additional 2.0 features. I don't know how many, but some will want to
write just for 2.0 as it makes their job a whole bunch easier. Very few
people will go to the extreme of rewriting the features for 1.3. This
leaves a potential compatibility gap for 1.3 users who try to run 2.0
software.

I'm of the opinion that anything that hurts the euro-market at all will be
nixed. Limiting future software available to the euro-market will have some
effect.
