How about this to keep it simple. #1) Have course guidelines and minimum specifications #2) Have an Autodesk produced Course Eval form. that students are required to fill-out after the exam. The certified places would be rrequired to submit these on a periodic basis. Also, they would be required to provide something with an Adesk # for complaints. If a center has too many complaints, they have their certification revoked. If you provide a way to "flush the toilet" every once in a while, they rest of the system will take care of itself. Ang
