It's not his responsibility, I'm not a lawyer, but I'm pretty sure postal
regs are clear cut when it comes to receiving something through the mail.
If you receive something that you didn't specifically order, didn't expect,
etc., you have absolutely no financial responsibility in regards to
receiving that item. If a publishers sends someone a mag that wasn't
supposed to receive it, too bad, that the publisher's tough luck.
