Welcome back, Ruben. We certainly appreciate the problem of the high cost
of calling from Argentina! We can hope that, as time goes by,
communications from there will become more affordable.
You've come to the right forum, but the wrong person, for information on
calling by radio. We have many people on here who are very knowledgeable
about amateur radio, and I just know they will answer this question for
you, but I don't know about it myself.
