Native PD running on the Amiga to convert IFF to .PIC, no. There might be
some such program running native on the IBM. Another option would be to do
it in two steps: first convert the IFF image to GIF on the Amiga, (using
AMGIF, here in LIB 14), and then convert the GIF image to the IBM format
using one of the multitude of GIF viewers and converters for the IBM.
