The EMPLANT can run in either 24 or 32-bit mode (user selectable). I
think an active MMU is required to use 24-bit mode, so EC030's are out.
If you're gonna run System 7.1, then you'll want to use 32-bit mode.
However, you can switch to 24-bit mode and boot with System 6 to run the
older stuff. If you're asking if you can do both, the answer is yes.
