3ds does not have gamma settings below 1.0, so I assume you are using TCONFIG
to set a gamma correction. This in effect takes a 24 bit image and gamma
corrects it, which may result in banding. Also, I believe 640×480 has a 16-bit
color depth, which dramatically increases banding.
Your best bet is to -NOT- use Tconfig, but rather set up your Targa board with
"TMODE 11 6" which will give you NTSC interlaced 512 x 486 output. This you
can run to a video monitor or even a TV's video-in jack. If you must go to a
VGA monitor, try "TMODE 35" (512 x 400 NI) or "TMODE 36" (512 x 496 NI).
– THEN – Set your gamma control via 3ds. 3DS corrects down from 48-bit color
depth to the final 24 bits, for rich colors with no banding. There is a file
in the libraries called R3GAMA.ZIP (I think), that contains discussions about
gamma correction.
