Most (all?) of the IBM style TTL monitors use a long persistance phospher
in the tube, as the Hercules card (and others like it) drive the monitor
with interlaced video, and the long persistance gets rid of the flicker.
Most analog mono monitors (RCA connector) don't have the long persistance
phospher, and so DO have flicker. One bad point about this setup is due to
the long persistance, it makes reading scrolling text almost impossible,
and I'd imagine trying to use it with any games is also out of the
question.
