Now that's interesting. I have always heard that wood frame construction was the safest there is and certainly I saw that in Santa Cruz. I hear conflicting stories about building codes in Kobe. Apparently much of the housing was Grandfathered in with their newer construction standards, but I saw many newer structures with nasty failures. In Santa Cruz the masonry stuff downtown was toast, but the steel frame buildings did pretty much OK. I was in the health department and thought the building had been hit by a large truck at first.
