As for FCC compliance, I think an RF signal is measured at various positions outside the case to determine for which level of FCC compliance a device qualifies. Usually just a good thick gauge of steel will get a Class B clearance. A filtering UPS may only be a place to start looking for a solution. If the resonance is happening _after_ the power source, the UPS may not solve anything. What if you never find a way to stop the sound — is it really that bad?
