-> I have no idea how you could run the show for free and also run ->commercials on it. That's standard procedure, Pete — it's called a barter agreement. They get the commercial airtime on your station in exchange for giving you the rights to air their show for free. Remember it's "you" that wants the show, and normally you'd have to pay to run it. The way they're handling it, no cash has to exchange hands. Remember, they're already putting all the bucks into producing the thing so it'll be an attractive package and it'll bring in viewership for your station. I realize community access cable doesn't have commercials, so that leaves your system out unless you guys work out a way to pay for the rights to the show. 🙂
