I think it varies from VGA board to VGA board. I've seen some that revert to the mono screen if the multisync monitor isn't on, and others that ignore the state of the monitor. On my machine at home, with a Paradise 512K VGA card, I need to turn on the monitor. On another machine I use often, it's an Everex 512K VGA card, and yet on others I've seen, with different (Video 7?) cards, it doesn't care that you don't turn on the monitor as you boot the machine, it just comes up in color.
