Correct, you cannot upgrade an A3000 16mhz to a A3000 25 Mhz..
You also cannot upgrade a Radish to a Tomatoe.
But you could put a '040 board in when they arrive, and it would be faster
than a stock a3000/16, but slower than a A3000/25 with the same '040 board.
