Non-camera viewports are not terribly consistent, that is, there is no
convenient way to guarantee a certain magnification. Try using a camera view
instead. It may be a little more difficult to align your matte objects, but
you would have infinitely more control over your field of view.
If you must use a non-camera view, try dropping in a rectangular box into your
scene. Zoom in to an area selected by the corners of this box. In the
keyframer you can zoom to the same corners and will have a much closer match.
