Michael, encapsulated pyrethrum will control mites on container roses. The real question here is why are the roses in stress? That is why you have mites. If you can reduce the stress in the plants, you will reduce, if not elminate the mite problem. Otherwise, you are just going to be keeping those plants medicated as long as they are stressed. I don't know much about roses, but I would be suspicious of the soil temperatures getting too high. Most plants don't like roots to be in temperatures above 85 degrees. Maybe some of the rose experts on this forum can help you there.
