Donald, Basing the city on a simple grid would work as well as any other scheme expecially if the locations of the buildings were left fluid, and could be re- positioned as the city grew. The zone idea is just a way to group similar structures so that nothing is hidden. The spaceport would be nice on the same plane as the city but slightly removed…like a Disney fantastic kingdom where anything goes which would be next to the perhaps less flashy regular city of houses, hotels, etc. that many will want to build. I don't think the spaceport needs to be in a portal any more than Cape Canveral (the original name) in floirda is. Its just a few miles from the city of Orlando.
