Jan,
I think you mentioned an interesting point there. Your BBS services a
non-profit organization. CompuServe is a 'for profit' organization. I'm
sure that the policy that was enforced was design to thwart our competition
from using CompuServe's resources for profit, as has happened in the past,
not to stifle the public domain concept.
CompuServe also has a responsibility to its customers. Both those that
upload and those that download. Files here range from free-to-distribute
to pieces which authors prefer to not have uploaded to other services
without expressed permission. The policy may seem a bit harsh, but it
seems that many who have responded to you (a majority of whom do most of
the uploading to this forum) agree with its principle.
