I agree entirely. When an author releases a program to the public domain,
99% of them want that program to be distributed as widely as possible. The
AUTHOR has the right to request restricted distribution, CIS (and other
networks) DON'T. Check out the November issue of Compute! for more on this
topic. A number of people think CIS' policy stinks and is a total
antithesis to the concept of PUBLIC DOMAIN.
