As far as I know Autodesk is trying to make .3ds format the standard exchange
file format for 3d programs. I'm not an Autodesk fan and I don't know what
information can be stored in 3ds format, but from my point of view it's a
better solution than extending DXF, a format not made for 3D and hated by
anyone who has to write a DXF import filter.
Spline objects are already the standard in high end programs and they will be
coming strong in the future (in all other programs). I know very little about
the structure of spline objects, but I guess they are harder to convert
between different programs.

I'm a registered Autodesk Multimedia Developer, and I've never heard them make
a statement like that. They do document their file format, which is a feather
in their cap as far as I'm concerned.

I've heard rumors (maybe that's all they are) similar to what David said. Just
about anything would be better than DXF, IMO.
