John,
There are a number of CD video encoding formats available. Some are used for
multi-media (distributed via computer) applications and some are made for
watching on TV. What is your application for this CD-ROM?

This would be distributed for playback on PC's and might include a version to
play on TV's.

John,
To capture video for Multi-media and or Video applications you can buy
anything from $500 cards to $5000 cards. The resulting digitized
video can be converted in a digital form down to a common denominator
format for mass distribution while the original data retains its
highest resolution. You probably want to look at cards like the Plum,
DPS PAR and or Perception, Fast Video's DP/R, NewTek's Flyer, etc.
These are all in the $3k+ range. The $1000 cards may be good to
experiment with, and you could probably do a good amount of "logging"
with them, but in the end you want the highest quality that you can
afford.
