To clarify your argument, Continuity = 0 will make movements very linear
(machinelike) with constant velocities between keys and sharp snappy movements.
Adjusting Bias will retain a spline curvature, but shift this spline curvature
to either before or after the key. This will still maintain a natural feel to
the movement while limiting under- or over-shoot.
Your strong suggestion about right or wrong, really depends on the
application. For character pieces, yes you are correct. For my work,
involving mechanical simulations, I prefer the continuity setting to guarantee
linear movements.

You're absolutly right, it does depend on what you're trying to accomplish. The
point I was trying make ( and you've got it ) is Bias is used to control the
exact frame a particular key occurs at, not Continuity.
I worked at one shop where the default Continuity was set to 50! It just wasn't
understood there what the two controls were actually used for.
