I have a head that I have created and am satisfied with for the moment, but I
have one problem, I did not provide enough vertices to create an animated
mouth. If I Boolean the head, I lose the skin application. How can I add
vertices to the lower part of the head to create a mouth? Will I have to start
from scratch and just make sure I have enough cross sections to move vertices?

If the head consists of one seamless skin, then you'd have to start over. It
would help to freeze the existing head and use it as a template for making the
second one. I'd try working from the mouth backward through the head and down
the neck. That way I'd be assured I had enough vertices for the mouth.
