The corel trace approach is a big chore but you do have a setup to play around with. The other approach I sometimes use is to load the bitmap in the background and freehand trace it in the shaper with view background turned on.
In addition the original flare was designed for the color space of release 2. It will revert to 8 bit color when used in release 3. You should get the latest version for this reason as well.
Yes it will work for awhile. As you discovered the frame order won't work without the IFL.

I use 450 watt power supplies in both my work stations. PAR and targa+ boards generate a lot of heat.
Be sure you have selected "S-Video" vs. "composite" in in the TBC IV menu of the Par.exe and also select the EE from the main screen. This will feed the vcr playback from your s-video TBC input jack to the PAR output, either composite or S-video.
