Rock, I may be wrong (and it would be an easy test), but I think video post expects a sequence of images to be at least the same rez. I don't think it's a bug, it's probably the way they decided to do it. Alchemy could resize, but probably not…

Bruce, if you have the rendering power, I'd render frames with object motion blur and scene motion blur. This is very expensive, though, but is the preferred way in some circles. Do you have a lot of fast moving cameras and/or objects? What kind of project/client of we talking?
