Premiere and VVS are at best a VHS output system. If you want better quality, do your edits using premiere and output an EDL for use on a D-1 or D-2 machine for auto assembly.

I use a similar setup to yours except that I use Micropolis AV drives and get 3.5MB/sec data transfer rate. Maybe yours drive are not optimized for video.
