Take a look at VGAPRO.TXT in Library 2 of this forum. Over a year ago I
reviewed a number of PC video output cards with genlock functions. The Magni
VGA Producer Pro is my current recommendation. It will handle what you are
looking for and features an external remote control to control fade/cut
functions, pan/zoom of PC graphics, and more. The base version of the card
does NTSC composite and S-Video. A version is available which does Betacam SP
and MII.
My review of the Truevision Video VGA 16 is also in the library, it shows why I
don't recommend that product.
