Doug,
The public domain stuff would remain in the public domain. The government
can't copyright its own workproduct, and any successor to the usgs would not
acquire what the usgs never had. If in the future there was the Acme
Corporation Geological Service, its own workproduct would be copyrightable.
I suspect that the availability of scanning, ocr, and public domain
information would lead to a healthy, competitive, and thus low-priced market
for old usgs materials, if there are enough potential buyers.
