Cel Animator from MicroIllusions (my company) is one of the few
"pageflippers" that do not compress animations, and thus achieve a fast
frame rate. The max rate depends on the resolution, size (overscan) and
number of colors. At worst, you should be able to get 7.5 frames per second
locked to video, or about 9 fps free-running.
