I'm not familiar with thiset proposal but these 'free enterprise' discussions are getting to me. I think you freedom to money people should do a little reading about 19th century capitalism in the US. The unchecked power of the owners almost drove the country into a revolution. 'Reformed' cCapitalism became money with a human face, supposedly, to try to strike a little balance, or save the country for the owners, depending on your point of veiw. As for the FCC, 'free enterprisers' are now proposing to grant to current license holders the right to buy and sell the airwaves. This would be the greatest giveaway of public property to the profit of a privileged few in te history of the Republic. Since the relaxing of FCC controls started the information content of TV programming has decreased substantially and commercials and sit-coms have started to produce ssme of the stupidest generations since Nero. In closing, it is apparent that right wing factionalsim is as bad as that between the sparticist league and the RCP, or any non-thinking strife groups you might care to name.
