No, I'm afraid not. As you have surmised, most of the real-time encoders are
based on the CCube CL-5000 chipset. From what I understand, quality is
satisfactory, but nothing great.
I've seen some wonderful software encoded MPEG streams. Maybe we can turn the
Raptor into an MPEG encoder? ;-}

John, you might be able to offer some insight on this. Seems to me (a
complete layperson) that Motion JPEG might have advantages over MPEG. For
one thing, it could be easier to create in software (heck, most of the
tools one would need probably exist for the Amiga already). For another,
the individual frames would remain easily available for later
manipulation. Maybe the JPEG non-linear editing boards would be useful in
this regard. Of course, I'm unaware of any JPEG utility for encoding
audio, a la MPEG.

VLab Motion does support Motion JPEG by hardware so you can in- and output
films to your computer very easily and fast. But as said, using the CCube
hardware on the VLab motion for doing the JPEG is not necessarily the best
idea. But at least you can play any Motion JPEG with the board… and it's
very cheap ($1200).

Indeed, there are several non-linear editing systems that are already using
Motion JPEG. Avid comes to mind readily. As you have surmised, it is the
audio encoding that is the most troublesome. In addition, if a Motion JPEG
audio standard became available, I doubt that the compression ratio would be as
small as MPEG. However, the Motion JPEG w/ Audio could be a contender against
the MPEG-II (broadcast quality) standard.
MPEG is great for archiving a production (near broadcast quality) and for
distribution. This is something that we are exploring at this time.
