There is a product called the Personal Animation Recorder from DPS. It works on PCs under Windows. I'm not totally sure which slot it requires (PCI, VLB, etc.), but perhaps you could get it to run under NT as well. BTW, we use the PAR (Amiga Version) here at work…

I can heartily recommend the Intel Smart Video Recorder Pro. I describe it and other such PC and Mac capture cards in my book "How to Digitize Video" published by John Wiley (actually I review the non-Pro model, but the Pro is just better).
