All accelerators that I know can use the IBM type SIMM's … they just ignore the parity chip. 14400 is not a valid serial DTE speed. If you have a v.32bis modem, you should be using 19200, 38400, or 57600. It is not the DIALUP.LHA file, but the DIALER.LHA file and the description mentions that it is a dialer.device that replaces the serial.device in your ppp0.config.
