The best is a card made my Magni. The best for the money seems to be the AverKey 3.
You might want to take a look at RocGen VGA Production Card. JDR sells 'em @ 1-800-538-5000 ($~350).

Doug, I am not sure about this (at all) but you may have a problem using 1024×768 and an encoder for video. All of the encoders that I have seen for PC's pretty much require that the host system be running in 640x480ish resolution. -John
