PRODUCT ANNOUNCEMENT
EMC is currently working on a new product for the Amiga 1200.
Labeled "OVERDRIVE! 1200" This accelerator for the 1200 is a direct
replacement for the 68EC020 CPU.
Features it provides –
68030 CPU with MMU running at 28.6 MHz
68882 FPU running at 28.6 Mhz
Easy plug and play installation — simply remove the present 68EC020 and
plug the OVERDRIVE! 1200 in the CPU socket.
Fully 68030 compatible with the possible exception of burst mode.
Current Retail price is $450
Estimated ship date: early February '93

Will this product take RAM? Is there to be an optional expansion box for
this purpose? Does it give the 1200 32-bit address space? Can I exceed 8
megs fast ram with this device?

Let me see if I'm reading this correctly – you are announcing an add-on
product for the 1200 before you've even seen a 1200 "up close and
personal"? I've heard of accusations of "vapor-ware" before, but this has
to take the cake, if I'm reading correctly.
Are you sure that there is a CPU socket to plug into/replace? I've
heard (but can't confirm/deny) that the 1200 is designed for surface-mount
parts. If this is the case with the CPU, then it's a bit more difficult
than "plug and play", isn't it?

I've never heard of a surface mount 68020….and if it is I'll find away
around it. From who I've talked to it's socketed. It's not like I'm
starting from scratch here….I've been workind on OVERDRIVE! for the A3000
for awhile now…and OVERDRIVE! 1200 will work on the same principle.
If it can't go into the CPU socket it will go into the Local Bus expansion
port….which will still be plug and play.

It is incorrect to refer to the Processor Direct slot as a Local Bus.
I think you've caused enough confusion, try not to make yourself look even
more ignorant than you have at this point.

Processor Direct and Local Bus are one in the same….
The reason I don't have my machine is because it's on back-order and has
been for awhile…hopefully I will have it next week.

There's a picture of the innards of the 1200 in the latest Amazing
Computing. All of the chips are surface mount, except for the two
Kickstart ROMS. There's a spot on the board for the math chip, but it's
not a socket, just pads.

That's what C= is calling it… (local bus)
Local bus just means that it is on the same bus as the processor, rather
than on another bus, like the PC bus.
Amiga's have always had local bus video! 🙂

just change the name recently.)
Yeah, I thought it WAS pretty funny when I heard about IBMers touting the
'Local Bus'. (Oooohhhhh, wow man!)
A few years ago (circa: A3000), they were calling it a Processor Direct
slot (same name as the Mac PDS slot), now I guess they are trying to woo
all those IBMers by pointing out that, YES, the Amiga does have a 'Local
Bus'.

Yep, I think C= only changed it because that's what's hot in PC's now…
If you think the local bus is funny, a year or 2 ago I was reading an
article in Byte, at work, and I came upon a blurb that was talking about
blitters in VGA cards, (gosh what a unique idea — NOT, though they
seemed to think it was!) I started laughing out loud, and my old boss
wondered what I was lughing about, so I explained it to him, he didn't
seem to get it then (He's a PC'r, but more techniquely inclined than
most.) I even had him thinking about getting an Amiga at one time, he
liked the specs, but he wanted to be "compatible" (oooooo, I hate that!)

2.1 has helped the compatibility issue by allowing transparent access to
IBM floppies. Combine that with a low-end IBM emulator, and most people's
character based PC needs are met. (However, as Windows becomes more
popular, that solution will be less and less viable. Unfotunate.)
BTW, I was looking at the old schematics for my A3000, and they DO refer
to it as a Local Slot in one place. Oh well, I think people got my point
anyway.

Yep, that's what I try to tell them 🙂 (I have an ATOnce+ board for just
such purposes, and it works great, except for the serial interface stuff
anyway!) But you know PC'rs, they have to have bigger and faster
processors, just to make their OS appear to be barable (to them!) Me, I'll
take a 7Mz Amiga 500 over a '486 for my stuff though!
Yes, I got your point about the local bus. I din't post back to flame, but
only as FYI! Besides, those are just jargon phrases, and they come and go
all the time! (That's why we have a mode called screen res called VGA on
the Amiga right now, just so PC'rs can equate the resolution with
something they have, when we have something that is MUCH more versitle
than VGA!)

On AutoPilot! (at last)
As well as the A3000 having a surface mount CPU……but I have never seen
an '020 surface mounted before….the GVP boards use 030 chips…big
difference….since the 020 is considered by most to be an out dated CPU I
doubt Motorola adapted it to a FE (surface mount) package.
The 68882 is not available in a surface mount package, though the PLCC
version can be soldered directly to the PC Board.

The 68EC020 _is_ a surface mount part. It is a 100 pin PQFP (Plastic
Quad Flat Pack) with a package designator of 'FN'. I would suggest _you_
get some information on the processor you intend to design for, as there
are considerable differences between the EC020 and an 030.
And for your information. A PLCC package is considered to be a surface
mount package, it just so happens to have thru hole sockets available for
it.

I was wondering about this as well. Since the a1200 has everything
surface mounted except the ROM chips (just like the A600). Once again
Dave is just posting to post. Perhaps the same guy that desolders the BNC
connectors on the Toaster could be hired to desolder the 68E020 from the
motherboard of the A1200?
I might add that we got our first shipment of A1200s today. Most
impressive machine Commodore has released to date. I put a hard disk and
the Microbotics MBX1200 board in and pumped in 4MB of RAM and it worked
perfectly. I might add that we ran a ham8 animation called 'helix' that
ran at the *exact* same speed as it did on the A4000.
Commodore has done the A1200 right!

Did I mention that when sending my Toaster into NewTek for repairs
yesterday, they SPECIFICALLY asked me if I had desoldered the BNC
connector to make it fit into my A3000?
(Just thought you might want to know how NewTek felt about the subject.)

I thought I'd ask you this since you're a dealer: my local dealer (in
England, mind you) when asked by me today if they had gotten any 1200s in
replied that they hadn't and they didn't intend to carry it in the future.
I should have asked why, but I didn't feel like I knew him well enough.
Do you have any idea why a dealer would take this position? Maybe I
should ask him why, it kindof annoyed me the way he was so dismissive
about it.

If (as I have been told) the 600 and 1200 are to be sold in England in the
mass market stores, those stores will undercut the dealers' prices deeply,
and the dealers will not be able to compete with them in selling this
machine. This same thing happened with the Commodore 64 about ten years
ago. Mass market outlets were selling the C64 for less than dealers had
to pay for them – because they would order from Commodore in such huge
quantities that they could get much better deals than dealers who sell in
fairly small quantities. I've been told that the English Amiga dealers
are quite upset about these computers being sold to mass marketers – but
remember that I live in Texas and only know what I hear from one or two
English friends.

CBM told my dealer flatly that CBM would not allow mail-order of any of
the AGA machines, so that dealers would be supported. They implied that
there were some early trickles of these machines that may have gotten
through before the policy, but after that, nada. And if you buy it
mail-order, or from any source other than a dealer, the dealer cannot
honor the warranty. I smirked and said, we'll see. This isn't the first
time CBM has paid lip service to keeping mail-order at arm's length to
support dealers. I heard of someone who actually tracked a truck from the
WestChester plant to Montgomery Ward and unloaded machines. Hearsay, of
course.
I hope it's true this time. Amiga dealers have a rough time of it; CBM
changes their policies daily at times.

Your not allowed to do mail-order, unless you are going to do A LOT of
mail-order….case and point: Creative Computers You name it and CBM has
Authorized them for it.

can offer the support the CBM requires… consider it a loop hole.

At one time ( and I thought currently ), CBM considered mail-order
sales unacceptable for a dealer. A local store closed because they sold
mail-order software, then tried to sell Amiga hardware, and it was my
impression that CBM would have none of it. It was a very small store;
maybe it's more a matter of scale. If CBM is seriously interested in
supporting dealers (and they SERIOUSLY need it) then Creative should not
be permitted to sell new machines, especially if CBM will not honor
warranty repairs to these machines and Creative doesn't make that clear at
time of sale. I'm not SURE that this is the policy, but believe it to be
true.
CBM is definitely improving on a number of fronts. But they still send
mixed messages to their dealers.

If you have a retail store of not, the 'rule' from C= is you can't sell any
highend amigas through the mail (A500, A600, and A1200 are legal).

Creative Computers is a VERY big computer store in Lawndale Ca. Anyone in
the area ought to drop in and harrass the folks. It is kinda fun to watch
the expanding and shrinking piles of A3000's and A4000's on the show
floor, too.

Lately, I've taken to getting message headers most every day and
reading traffic here – quite an increase from days of old (and probably
not something I'll continue). A downside of this is that I only get small
snatches of thread and have to rely on my poor memory to put short
commments in perspective. As such, I'm not sure what we were talking about
that led you to reply that you said nothing whatever about US marketing of
the 1200. Could you have meant to reply to someone else? Or did I have too
much eggnog?

You need to get AutoPilot! It has a History feature that allows you to
backtrack through message threads…just the thing for refreshing your
memory. Besides that, AP makes navigating around CI$ a breeze. I now log
on and collect messages nearly every day, whereas I used to log on just
once or twice a week. And my online bill is still less than it was before
I got AP!

I really don't know to be honest. The current $599 PowerUp promotion
doesn't leave very much for the dealer in the way of profit, but I don't
think Commodore UK has the PowerUP promotion, so I doubt that is it. I
would ask your dealer why.

4000-owner who wants to show off to IBM'ers.
The helix animation was/is being distributed to Commodore dealers in the
form of a 77MB demo for the A4000. It is pretty nice. I don't think that
I can give it (or parts of it away).

A good part is in ham8.. and the distribution will be by hard disk.
Commodore will sell your dealer a drive (120MB IDE) with it on there. The
dealer can later send it back to Commodore for credit.
Now I don't know whether the demo is for direct-dealers only or for
everyone.

That's great! CBM's been sending along some demos meant to show off the
Amiga, but, to be charitable, they were less than impressive. One was an
Amigavision script that, when decompressed, looked for specific HD
subdirectories that only existed on the author's machine. When one of the
employees went through and hand-corrected it, he wound up deleting it,
because it wasn't that good. CBM's trying, but they need some SERIOUS help
on demos to show off the new machines. Hopefully, Helix will be it!

You must not have seen the same demo as I, because the one that I have is
pretty nice. It has the helix, with about 4 other Ham8 animations. It
also has a section that will show you the difference between 16 color, 256
color, 40960 color and ham8 pictures.
I suspect you have not seen this demo. 🙂

If it would be a reasonable thing to have everyone send me their
motherboards, I would remove the CPU and replace it with a surface mount
socket….but this would not be, considering this would be a large
production product.
Remember surface mounted does not mean permanent…in fact sometimes it is
easier to replace then other package designs.

sound to those of us who do know what they are talking about. (You do know

This is a Quad Flat Pack CPU? FN suffix designates a PLCC CPU….I have the
Motorla specs right here. RC = PGA @ .100" centers FE = Surface mount @
.025" centers FN = PLCC @ .050" centers
in this text they make no mention of anything in Quad Flat Pack package
Besides, there are devices that can be placed over one, even at it's .025
centers….they are pretty expensive though

I've not taken my 1200 apart, but looking at a internal photo from Jan
1993 Amiga Computing, the 020 *is* surface mounted. The pads exist for the
copro. The only socketed chips are the kickstart ROMs.

How much room is around the 020? Would you say it has at least 1/4" of free
space around it. I have an Idea that I was kicking around but wanted to
play with it before I ask anyone….I thing I would be able to reverse
socket the PLCC chip, that is place a PLCC OVER the chip. If I have the
room I'll do it that way…

From the picture I have (Amazing Computing) and it looks like you may have
the 1/4 inch around the socket, but you probably wouldn't have much
clearance, if any, on top of the CPU. Besides, that doesn't seem like a
very reliable way of doing it to me, though, I'm not an EE.
I'm sure I'll feel the speed, RAM space problem eventually, so I look
forward to what you might come up with!

It would all come down to a socket….it would have to fit the chip just
right….and I have a few makes that just might do that…as long as all
the leads make a soild contact it is a very good way of doing it.

Watch your heat dissapation too… It probably wont be a problem, but it
depends on the 1200's CPU, just how hot a EC020 might run at 14Mz with
something sitting on top of it, I don't know.

From the picture, I would say that you *may* have 1/4" to play with. What
is more like to cause problems though, is the fact that the 020 is mounted
at the *front* of the pcb. Very close to the front. A big problem here
would be the fact that the wedge case is narrowest here, right underneath
the kb, and it wouldn't surprise me if any socket would be too tall.
The way to go might well be (as you have said) to use the expansion slot.
The User's guide that comes with the machine calls it the CPU slot, which
is consistent with the rumours that it is possible to plug substitute
processors in. The guide provides a pinout for this 150 pin slot, but there
is no circuit diagram.

probably be better to put it in the underbelly slot.

An accelerator in the underbelly, and a SCSI card on the PCMCIA sounds
pretty good to me though…
The SCSI wouldn't be as fast as if it were on the MB, but, I hear it's no
slouch in speed though. (Faster than a Zorro II slot!)

I am angry with Don because busting my buut about FCC approval had nothing
to do with the thread..
1. I am almost finished with the A3000's version…they will be almost the
same product….it's just a questions of relocating parts to fit in the
A1200….no biggy
2. It's not Like I'm just getting into this field….a CPU is a CPU….I
don't have to go a figure a bunch of stuff out….I know what will and
won't work…….I've done it before. The 1200 is not a revolutionary
development.
3. This is the easiest thing to figure out….I know what the CPU and FPU
run….I've gotten quotes on similar PC boards and assembly costs. And took
a good guess at what extra logic I will need.

because I felt almost 4 MHz over the rating was pushing it. Erik and

The point isn't that the FCC will or won't test the device, the
point is that it is illegal to sell the device before it is FCC certified.
It doesn't even matter if when the FCC tests it…it passes with
flying colors, what matters is the selling of an uncertified device.

things before they've been designed, tested, and fcc approved tends to get
people quite testy.

I remember the good old Tecmar days, with those wonderful ads of add ons
for the 1000, back in 1985 or so; all those items that never did show up. I
remember the transformer/accellerator, and the many features of transformer
that we never got. …
I'm the first to praise a good vendor for a good product, and also to tell
the vendor what they need. But vaporware no matter how likely to show up
for real is a pain in the butt.

You most likly are using a product in your system right now if it didn't
come from a major manufactur like GVP…..small companies simply can't
afford to do it.

Ham-E FCC registered? If it is how much did it cost you?
One other thing, being legal and being registered as legal are two
different things. Just because I'm not listed with the FCC dosen't mean my
product will make your hair frizz, when you use it.

I know exactly what you're saying…and totally disagree with your
reasoning. The rules are there for everyone, not just the big boys. The
illegality isn't just the amount of radiation the device emits, it's
selling an unregistered device that is illegal…even if the emissions are
well within spec.
From what you've said, my understanding is that you:
a. Believe your devices are within spec, but haven't tested them so
don't know.
b. Have not certified and registered them with the FCC.
c. Know this is illegal, but feel it's ok since you can't afford
the testing.
So…are points A, B and C correct?

very common thing at that. The thing you don't want to admit is everybody
has to start out this way….small. Go through Amiga world and if you can't
find 5 well advertised products that aren't registered, I will be very
surprised.

The HAM-E was submitted for FCC approval, and pulled from production prior
to the need for it. But Black Belt _did_ apply for FCC approval. If you
couldn't afford the 10 bucks to get a drivers lisence would you just go
ahead and drive anyway?
The difference between the cost of a drivers license and FCC approval, is
$9880. If It it cost me $10,000 for a License, hell yes I would drive with
out it. Driving or should I say mobilty is an important part of my life.
Just as my business is….IT'S WHAT FEEDS ME. And a dought that if someone
imposed similar restrictions on your job you would follow them, because
your livelyhood depends on you making money. And at this point I can't get
everything approved, and still provide for myself.

You have just made it perfectly clear what separates law abiding, honest
folk from yourself.
Your logic would suggest that it would be just fine for a factory to
continue to dump pollutants in to a water supply, in violation of federal
law, simply because the cost of cleaning up the process would be too
high.
And your logic would also dictate that broadcasting a pirate radio station
is 'justififed' because the licensing fees are too high.
Regardless of your technical expertise, or the quality of your products,
you have, IMO, no credibility as a dealer. You might want to consider
selling your products to a larger company that is willling to have the
products tested, thereby allowing you to concentrate on development, and
leaving the legal issues to a responsible third party.

I've not been chiming in because I don't think you've been saying anything
worth responding to by me. I don't hate you, in fact you amuse me a lot.
Lets be clear on that.
However your latest question deserves a direct answer – I wouldn't want to
think you were put in the poorhouse, or the jailhose for that matter,
because I didn't answer a question you asked.
The HAM-E went through the entire RFI verification process at the proper
flavor of FCC-certifed lab. It passed with flying colors after the usual
interesting discoveries that stock, unexpanded Amiga 500's can't pass at
all, even with NOTHING attached to them, and other similar entertainment.
It cost about $35,000 to get that done from beginning to end, in our case,
plus unaccountable costs for lost work time, travel, wear on vehicles, etc
while we jumped through the FCC's various hoops. That cost will vary
greatly depending on the product, etc; I think $10,000 is a vast
underestimate, though. The final step, which is completed when the FCC
cashes a last $750 check and sends you a "yeah, ok, fine" letter, was NOT
completed, due to paperwork screwups and nothing more than that. They had
the check, we had *excellent* lab results, letters flew back and forth at
a great rate netween the FCC, the labs, and us, yet the process did not
complete. The HAM-E never was sold before the lab checks were complete,
and we were under the mistaken impression that because of that, we were in
the clear.
However, we were NOT in the clear because the FCC doesn't give a rats
fanny if you pass the tests, all they care about is if you have the
certification. Like many gov't organizations, they no longer serve many
(perhaps most, given their decisions and activities on other fronts!) of
the purposes they were constructed for. The HAM-E was taken off the
market, by Black Belt, NOT the FCC, before any of this ever became an
issue, so it all petered out quietly. It might not have, and as the law is

If there was an underline option, I'dve put it under the line where you
stated you believed that the FCC and the Amiga press were alerted to these
HAM-E troubles *by a competitor* of yours. I've heard about this situation
arising several times in the Amiga market, apart from HAM-E. And you were
the guy talking about a sense of "community" that led to cooperative
efforts between seeming competitors like ImageMaster and ImageFX… I'd
sooner argue that there's a lot of backstabbing going on, whereever
possible. I think it's sick that companies resort to this kind of "market
pressure." Next thing you know, they'll be arguing for "level playing
fields."
Yep, well, we know exactly what happened in that case. Here's the poop:
When we got our first little communication from the FCC, among the other
things in the envlope was a photostatic copy (scan) of the bottom of a
HAM-E unit, complete with FCC ID tag, and the serial number of the unit.
We know who had that unit – we gave it to them free of charge at their
request – and it's as simple as that.
There is a great deal of competition, and sometimes (NOT always) that
turns into backstabbing. Sometimes there is legitimate defense from a
company that has been attacked, and I'm a bit unwilling to characterize
that as backstabbing, although if cornered I might go for it. There is
always the problem of what to do when attacked; Me, I don't expect people
(companies) to act like mother Theresa. It would seem that many users DO
expect that, though.
Competition can exist side by side with community; I ran a martial arts
school for some time and that is *exactly* the attitude that you want to
foster in that environment. My view is that the Amiga marketplace can be
considered extremely similar – similes and parallels abound.
Nice is better – if people want to play, I'll play. If they want to play
rough, I'll play rough. And if they want to fight, fine. I'll fight. I'd
always prefer soft to hard, though.

written, we could have had quite a problem on our hands due to our not
properly crossing t's and dotting i's on paperwork. You must understand
that it's not _possible_ for the FCC to be in the wrong.
My final point to you is this: If you do NOT get your device completely
certified before sale, by which I mean RFI compliant AND registered
according to the whims of the neaurocrats, and some person for whatever
reason decides to make a formal complaint to the FCC, as a jealous and
understandably desperate competitor did in our case, you may be liable for
fines and imprisonment.
I take your point about your device not "making your hair frizz" and you
may be surprised to find that I agree with you. But like the patent
process, the radio station licensing process, the import license process
and many more gov't rackets, the FCC licensing process isn't designed to
do the obvious thing and make sure that you produce a device that is in
compliance. No, it's designed to make certain that smaller inventors,
which are faster on their feet than larger organizations, can't use that
advantage against the larger companies – and it works very well in that
role. It's a monopolistic tool, paid for and encouraged by lobbyists and
other similar bacteria. As far as performing the function the FCC is
(supposedly) designed to, it doesn't work worth squat. But guess what?
None of that will matter to you if you have to deal with the feds. They'll
hang you out to dry and never look back. As Don says, "it's the law", and
that's *all they need* to take whatever advance you think you have to
offer and back-shelve it permanently, perhaps along with you and your
future. Being right isn't the point. Being LEGAL is the point. The way the
legal system is structured, the only definition of "right" that stands up
in court is "legal", 99.99% of the time.
Dave, as you've not gone out of your way to make friends here, to put it
mildly, if you WERE to produce such a device and sell it uncertified, I

suspect you'd have a registered letter from the helpful people at the FCC
rather quickly. And you do NOT want that.
Black Belt's position is that we're done making hardware for the Amiga
unless the Amiga market reaches the 25 million machine level <cough
cough>, where the numbers will work better. Needless to say, with the
current Amiga/CBM/marketing situation, we're confidently planning a lot of
software or the Amiga. :^)
How much extra did the FCC cost us? Not just the lab costs. The rumors,
the derisive comments in Amiga magazines, the BS that flew around the
nets, the (mistaken) opinion that we hadn't done things well, or with due

agency can do it. Usually done via a search warrant.
When I say "everything", I don't mean down to the desks and chairs,
but I do mean all electronic equipement, all parts, all business records
and anything else that could be used as evidence in a subsequent proceeding
or anything that may be illegaly marked, stolen, or being held for sale
when the sale of such item is illegal.

Jackson.) The IRS has its own "court system" where you're guilty until
*you* prove yourself innocent. Why did Bush have to pardon *sixteen*? How

is to attend a COMDEX; they prowl the aisles before showtime, and you can
bet they grab everything in sight.

me some things…that in light of your experiences, seem to be untrue.
My hypothetical question was this: If I was intending to sell a PC clone,
how much would it cost to get FCC certification? How long?
I was told: About $5000 a box at most independent labs, and a few weeks.
It could be cheaper for different PC models that consisted of simply
swapping CPU chips…
What do you think of this? What lab did you you use? Would you use the
same lab again, if the Amiga market had critical mass?

This isn't a simple answer, so you'd probably better save it.
A PC clone is a bit of a different case than an Amiga-based approval. Some
of our costs were incurred because of distance (no labs in Montana), and a
large amount due to the Amiga 500's inherent non-compliance. Labs tend to
know more about PC clones, and that will "grease" the process, and amplify
any help they offer.
Cost is one of those highly variable things. Probably what you were being
told ($5k) is the lab fee; which can vary based on a number of things.
Let's talk about the process. First, you take your "thing" into the lab
proper, in a building somewhere. They put it on a bench and point some
test gear at it. They measure all over the RF spectrum and graph it. That
usually takes about a day. A good lab accounts for that day in the quoted
price. A good lab will also point out to you exactly where in the RF
spectrum your device appears to fail, and then will use an RF sniffer to
help you localize the problem unless it's totally obvious (and those
problems are NOT usually obvious, btw). Perhaps a small cap can help, or a
choke. A good lab might have those around for you. If not, and you forgot,
you're coming back, and that will cost you more – a lot more, usually.
Now, let's say you get thru the "lab day". A good lab will also have
counted a day in the field. And it's really "in the field", too… they
have what some (me) like to call a "calibrated cow pasture" where they are
outdoors, away from all RF generating devices, or where RF interference is
known *exactly* (such as a nearby FM broadcast station) and accounted for
in the report(s) to the FCC. You go thru the same tests, and again, if
there are NO problems, you're looking at about a day. The testing is more
stringent, so you are very likely to find new problems. Again, if problems
are found, and you have the *fast* means to fix them in your "pocket"
either by the virtue of the lab's preparedness or your own, you can still

get out of there in a day. If not, you're coming back, and those costs go
up fast, again.
Now, the above seems to indicate that a well prepared lab (or testee) can
avoid extra tries – well, yes, but not usually. Since most people don't
know poo-poo about RF interference, often the problems are more basic than
just whacking (a) cap(s) on (a) signal(s). Sometimes it's how long a PCB
trace is, or *where* a PCB trace is ajoining another. Sometimes it's the
physical size of the case, or the ventilation of that case. Holes for
feet, plugs, wires, outlets, you name it. Sometimes it's the attachment of
YOUR device that makes the HOST device's radiation exceed the limits, and
you always test as a system, not as a "thing". That's related to why the
Amiga 500 is such a nasty thorn waiting to be stepped on; it just barely
passed under the old FCC rules, and it CANNOT pass under the recent FCC
rules, even with NOTHING attched to it. So if you go in there with a 500
(we did) to test with, you cannot pass, period, and you're coming back,
period, and you're spending more money, period.
Now, in addition to the lab fees, there is a $750 FCC registration fee
(which most labs do NOT include in their price, because after all, they
aren't the ones charging you, eh?). There is a *ton* of paperwork to be
processed, photos to be taken of the device, the device in use, top of the
board, bottom of the board, etc. Does the device use cables? Oh boy, more
fun. :^) Anyway, it's just not an easy, or simple process. A good lab
makes a lot of difference, but it does NOT make it "easy".
Then there's travel; lost work; will you need a consulting RF engineer to
solve your problems? Unless you're lucky, or you're like us and have lots
of RF types available in-house, you probably will. Maybe the lab can do
that for you, but guess what – it'll cost more money, almost certainly.
You'd have to factor a number of things in about that clone; and also,
class A (not too stringent) or class B (very stringent, a real pain in the

a$$) ratings make the test completely different.
The bottom line will vary wildly as a result – and the more so for smaller
organizations that don't have RF testing equipment on site (we do – but do
most Amiga developers have $10k to $50k for a spectrum analyzer? If they
rent or lease one, will they know how to use it? Will they use the right
antennas? Could they set up a test site? You get the idea…), plus the
relevant FCC regs for finding out just what it is you're testing for.
Remember that one of the costs of FCC approval is *designing* for that
approval; doing it just right takes a great deal of extra time, usually in
the mechanical areas such as the case, but sometimes right down to where
and how PCB traces are run. If you don't have to worry about RFI, your
design process (or fix-it-up-afterwards-process) will be shortened
considerably. You should count that as part of the costs, because that's
what they are.
Ready for the clincher? You're not, but here it is anyway. These labs,
see, they are "approved" by the FCC, you bet. They have to be to get
results that are meaningful. But the FCC, if it wants to, can decide that
they don't "like" the results from the lab, and then require you to travel
to an actual FCC site (read, Washington D.C., or at the very least,
"somewhere else") and repeat the ENTIRE series of tests under the eye of a
bona-fried FCC engineer person. Why would they do this? You've got me
there, but in fact they DO do it, and you'd better account for that as
well in your budget – remember that you MUST complete this process once
you start it, or you're well and truly fried – you have NO product and
you've lost EVERYTHING you spent to get it to whatever point it got to,
pre-final-approval.
The FCC is very like the IRS in one way – they aren't particularly
accountable to anyone. They can hang you out to dry without benefit of
"due process" and you have little or no recourse when and if they do.
That's one of the reasons I cautioned Dave as strongly as I did – it's not

the same as a court situation at all, and those, Darwin knows, are bad
enough.
I can offer one hint: If you're going to test, use an Amiga 3000 or 4000
if at all possible. These machines were produced in the time frame where
they had to pass under the more stringent rules, and that means a lower
noise floor than you'd have with a 2000-class machine, which gives YOU
more headroom to make noise. We only brought an Amiga 500 with us to the
test the first time. Baaad mistake – and we bought it on the way TO the
test FOR the test, so we hadn't done any RFI analysis with it, only on
sevreal of our 2000's.. We thought the 500 would be quieter than the 2000;
another baaaaad mistake. And we're really not too dumb when it comes to RF
work… Just goes to show you, you can't assume anything about this
particular process.
In regards to this, when we came BACK with a 2000, the HAM-E passed in
that frame with considerable margins right across the spectrum; in all but
two locations in the *entire* RF spectrum, the HAM-E adds no discernable
noise on a 2000 frame – partly because the 2000 is so noisy itself, partly
because it's just a quiet device. In those two "spikes", the HAM-E clears
the limits by plenty anyway.
About the lab; We would use the same lab again; they were very helpful. I
will not outright name the lab, for one reason that we may indeed use them
again, and I don't think it would be prudent to let the info out – most
new hardware we think about isn't anything we want made public in any way,
shape or form, and for another reason, The research and time that went
into choosing the lab was a use of assets which included considerable ca$h
money. We have several hardware designs on the shelf, where they will in
all likelyhood remain forever unless the Amiga market changes completely.
I think others need to do their own research here, as required.

The FCC doesn't (usually) use that power; they don't have the personpower
to check everything. The risk is real though, they do better than 1 in
100, so you have to budget for it.
Talking to FCC officials, in my experience, is similar to talking to "the
other person's lawyer" – they don't listen, they have thier own agenda,
and if YOUR agenda isn't theirs, you're screwed.

Thanks for the information (and thanks for the offer to sell me the name
of an FCC certification lab…:). The information you provided was great;
perhaps I should mention a few other things, if possible.
The PC's in question will be built of *premium* components, and we will
not be actually manufacturing anything, just assembling. We have done a
lot of research as to what vendors to use, and we have found what we
consider to be the best bets in all departments…to ensure the least
problematic certification process, as well as for other more important
reasons.
Keeping this in mind, that we are building a machine from quality
components, that are the least likely to cause a problem (of course, there
is no way of determining how they might interact, like you mention)…what
is the low end of the cost scale? Like, if we are able to get through
their testing with a minimum of fuss, or if Murphy jabs us lightly?
I believe that the lab that we are presently considering is Rhinetek…my
partner is doing the research on that end, we might have the name wrong.

manufacturers a certain "golden" A2000 that had very low emissions, to help
with FCC certification. Legal or not, I don't know…

You'll spend the lab costs; possibly travel costs, if the lab's not local
to you (obviously this can be a big cost for some); $750.00 with the FCC
directly; you'll spend two days worth of salaries for your presence at the
field site and the lab site; You need a *complete* prototype, *exactly* as
it's going to be manufactured; you need a set of B&W photos, which means
you need a photographer.
You MAY need: a consulting RF engineer; a second, third etc trip to the
lab, probably with those fees all over again (ask your lab); to
re-engineer your device.

The question is…that if you are putting together clones, and you need to
substitute a hard drive, or a brand of Simm, or even a brand of CPU…you
need to recertify? If you change display card vendors…you need to
recertify? Yikes!
As Dave Cinege as said, it would seem that most PCs out there, even the
ones that claim FCC certification, are not at all FCC certified.

The $10,000 figure I used was what I was quoted (roughly) to get a PC Clone
approved. I was also told that this would the EXACT system I sent. Thus if
I were to change one board, being brand or type, the system would then be
illegal to sell.
In theory, every advertiser in Computer Shopper is breaking the law. Even
more so then I am because they are claiming certification when they don't
have it.
As I've said it's not what they're doing, but who's doing it. (Kind of like

I've posed this question before, but you seem to have answers…
So, if I am selling a PC clone (barebones style, say) that is 'B'
certified, and a customer wants memory and a particular VGA card installed
in it…it would (in theory) need to be recertified? If that were the
case, nothing would be certified! I mean, what if they wanted a new hard
drive? You would need to certify hundreds of variations…which no one
(including such mainstream vendors as MicoAge, Businessland) are doing.
Compaq sells several of their models with no hard drive…does the vendor
need to recertify if they are adding a hard drive for the customer? Does
Compaq need to certify for every single hard drive? Hmmm…interesting
questions, that I have yet to get a clear answer on.

That is exactly what I'm saying, I have an FCC info packet around here, and
thats what it says.
So basicly no one is legal…and if you think half the stuff coming out of
taiwan that has an FCC label on it will pass you are wrong.
As with all goverenment agencies laws are only for the people they want to
use them against.
The only legal way around it is to use parts that are FCC registered….but
you still only have an system with FCC parts…not and FCC system….in
other words if they want to bust your butt and test it they can…and if it
doesn't pass your in it deep.
A piece of advice…don't get in the clone business…it's at it's all time
low for prices/profit and all time high for corruption….wait at least 6
months…it MIGHT bounce back. Even if it does, don't plan on selling
american….you better have an 'Uncle Fondu' over in Taiwan to steal stuff
off the boat, or you won't be able to compete.

About competing with clones…it is impossible to do so, using the "Mom and
Pop Clone Shoppe" philosophy. The small grocers, buying from local
farmers, could not compete with Supermarkets getting the produce from
across the country…however, if you take on the big boys in a unique way,
you have a chance. If you can sell PC's made with high quality components,
sell them at a competitive price, and then educate the customer why it is a
better deal…you will have a sale. Of course, doing those three things is
a pretty tall order.
I have a business plan that outlines how to do all three. Makes
for some pretty interesting reading…:)
