Rob – I see you received the LaserJet answer to your question. HP also makes the PaintJet XL300 printer that prints on 11 X 17 paper as well.
You can change the margin by going into Page Setup from the File menu. I don't think there's a way to permanently save the default from session to session, such as an .INI file. No doubt someone will jump in to correct me if I'm wrong

We haven't heard much of this before, but it sounds like an out of memory problem (memory meaning printer memory) since the normal procedure is to create the numbers and then paint the lines.

Well, I make no brief for nor excuses for badly written copy, but that's all I ever saw. The problem is that there must be room for the grippers; you CAN get a full 11X17 area, but only if there is additional area on each sheet for that.
